There's a problem with the JBoss 4.0.4GA installer:
 The ejb3 module does not install the web-console, it's solved this way:
 
Workaround is to install 4.0.4GA using "default" option, and copy the following files/dirs to your server config:

- deploy/management
- deploy/monitoring-service.xml
- lib/jboss-monitoring.jar
- server/default/lib/jboss-management.jar
